After a few days, I finally found the reason. Because Apache is only loaded by MOD_PROY by default, the other three are not loaded. Such Apache can be used as a forward proxy server, but cannot do reverse proxy. When using a reverse agent, you must enable three. (At least two, FTP is not required).
