In August 2001, the "State Council Diploma Management System" on the 15th Anniversary Exhibition of the National 863 Program, marked the official documents and archives management informationization entered a new stage of development. At present, my country has put e-government construction as the key points of national informationization in the future, which provides excellent opportunities for archives management informationization. However, it must be seen that the file management information is not simply engineering project, which is the process of archive management and continuous innovation, and it is impossible to be. Due to the extreme importance and specialty of archive management, file management informationization still faces many difficulties and challenges, and is a long way to go. The contradiction between innovation and security due to the extreme importance of archival management, has different historical periods, relative to the most complete archive management technology and management system in that era. Modern archives is already a well-established, tight system. Although archives facing informationization impact and challenges, we must see that the new generation of archives has not yet produced, and the file management information has also had a lot of unresolved problems. Therefore, the contradiction between management innovation and the original file management system in handling file management information is the primary challenge we face. The core one of the original file management system is to quickly query, the application, and the other is to ensure the security of the file. At the same time, the characteristics of difficulty in changing historical archives management will inevitably enable file management to be diversified. For example, the archives management system of the State Council's Office is divided into 1990 and 1990, respectively in different ways. In this regard, we must insist on seeking truth from facts, respect history, after all, the historical management method of the file cannot be changed, the security of the file is the first. When the archive management system develops to deeply, it will appear to integrate with other application systems, such as document management integration. For this type of integration, it is important to handle contradictions with the unique and independent requirements of integrated application projects and file management. For example, file titles have the right to reform to file titles, which necessarily complicates the design of documents and archives integrated management systems. Take management innovation and reasonable technology is a feasible solution for archival management and other information system integration. Standardization, legal challenges are relatively low in my country and archive management information, resulting in great decline in application of flooding and information sharing. The main reason is summarized in the following: First, the management system is different, and it is difficult to achieve standardization. Due to the complexity of the archive itself, the archives management system of our government is relatively complex and decentralized management is its prominent feature. In addition to the central and local archives, the government agencies also manage the files with the year, and some even saves a large number of archives of the founding countries. Due to long management, each policy has caused difficulties in management standardization. Second, in terms of specific management details, all levels of government and government agencies, lack of necessary coordination mechanisms, enabling the management of standardization to become more confusing. The most obvious example is to share the party, government, people, and the CPPCC, and it is difficult to propose relatively unified file classification theme. Third, the application technology system caused by the rapid development of information technology has continued to upgrade, in exchange, and the standard is constantly changing, and the risk of archives management informationization has increased investment and construction difficulty.

For example, the revolution of each storage medium brings a storage format and standard change, and the digital files that have been digitized are placed in the two difficulties of re-input huge investment or abandon the original data. The fourth is the relatively lack of the legislation of the file, and even the historical files for more than 50 years must decrypt a clear legal basis, resulting in a large number of files that cannot be used due to their own use. As for the establishment of electronic files, there is not only huge technical and management problems, but also in terms of standard, legal basis, etc.. The degree of standardization affects the development process of my country's archives management information development, causing a large number of low-level repetitive construction; the lag of relevant laws, the computer archive management system can only continue to develop forward in the position of the auxiliary management. The higher demand for e-government currently, my country is stepping up the implementation of e-government construction. It is worth noting that e-government is not entirely OA, informationization changes on the name, it has a specific meaning. It has also played a lot of role in using computer to carry out OA applications. However, the distinctive era characteristics of e-government are manifested in two aspects. On the one hand, the e-government system is built on the international Internet platform, so it can provide services to the society and the public to fulfill government functions. This changed the past OA system. Because it is built on the government's private network, it can only be used for its own business services, so that the government has achieved a higher-level application goal directly through computer network as society and public services. On the other hand, it is applied to the Internet, and the effects equivalent to handwriting and seals are widely used. This constructs the most basic electronic trust system on the Internet, which has a trusted security for social activities online. Because of this, the international electronic government building has become a sign of a new round of public administration reform, enabling an e-government to become an unavoidable revolution in the field of government management. Promoting e-government will will move toward the e-government. From this significance, it will develop the old concept, research new issues, and make new deployments in the future. Innovation does need innovation in government archives management information construction. From the perspective of multinational corporate human resources management, the management and application of talent files have implemented information networking. After the US 9.11 incident, many major companies, the archives information system is completely destroyed, but only a few days later, the company has recovered in its data backup system and disaster recovery system. Note The current archive management system has developed to a highly reliable, available level. If it is still based on the original approach, it is not possible to sum up experience. If you accept lessons, you can't accelerate the progress of this construction, you will have a half-time, which will also cause huge waste to the country. The archives management system in e-government construction must consider it is an integral part of the e-government. Therefore, the archive management system must be constructed from the overall situation of the e-government. Compared with the needs of our past file management information, the system construction needs to consider increasing the following tasks and deploy in time. First, apply information security infrastructure - PKI / CA, establish trusted and authoritus applications. Under the Internet, the application and management of electronic files requires electronic certificates to standardize privileges and use electronic seals to ensure the integrity, unrecognizable and secure requirements of electronic files. The second is the establishment of data backup, accident emergency response and disaster recovery system of government electronic archives. Electronic documents and data are almost unique returns that all informatization construction investments are extremely valuable. We should construct a strong safe barrier for electronic files from the beginning of the construction at the beginning of the construction of a new idea. The basic strategy under the new situation must be seen that in today's situation, the construction of archives should be carried out in accordance with the overall requirements of national e-government construction. The starting point and goal of archives management information construction, in addition to its own construction tasks, national e-government construction should also be promoted. Because the implementation of e-government will bring huge opportunities for government management innovation, it will break many original management systems and management models, and even only the common development of various e-government construction can truly implement e-government. Therefore, in the new situation, do a series of important policies in the new situation. Practical experience shows that the following strategies are very important.
