Publish WebPart to bin directory requires Iisreset
I don't want to release WebPart to the global assembly directory, but want to solve this problem by posting to bin directories. However, the release is always unsuccessful. I modified Web.config, raised the security level to FULL, pay attention to case sensitive, but still not, always prompted no security registration. So, I will restart IIS, OK.
