Process and process management companies have been composed of a series of activities. Different industries will have different activities, and different companies in the same industry will also have various differences in activities. For telecommunications service providers and network operators, how to ensure end-to-end services to customers in the absence of differences. And these end-to-end services are based on standards and open. In order to standardize the description of telecommunications enterprise activities to ensure that end-to-end operations, TM-FORUM (Telecommunications Management Forum) has made abstract and general descriptions of telecommunications companies. The result of this work is ETOM. In ETOM, the activities of telecommunications companies are summarized as a series of processes in three corporate strategies, corporate management and operations. However, in the ETOM, only these processes have been functionally described without describing the association between procedures. This reflects the fact that the process described in ETOM summarizes all operators, and companies are roughly similar; however, the relationship between the processes is determined according to their own situation. The differences between enterprises are mainly shown here. The main result of process management is to achieve the association between management processes. Unlike the local process, the process management of the company is generally developed and implemented from the overall situation of business operations and management. The tasks of the process management of telecommunications companies include the following aspects: The discovery of the process; the development and maintenance of the process; process monitoring and auditing; process measurement; process execution environment management. For telecommunications companies, whether or not to implement a computer information system, regardless of whether the existence of the awareness process is, as long as the company is operating and is in a controlled management, it will inevitably perform these tasks. The daily operation of the operation system behind the communication system telecommunications enterprise is an important part of the enterprise process. In order to provide this service, business telecommunications service providers and network operators must have two systems, one is a communication system, and the other is an operation system, as shown in Figure 1. From the perspective of business process management, the operational system must be able to support the unified planning of business process management, and operational activities must also be included in the company's overall business process management. When implementing various end-to-end operation processes, the current communication system is implemented by the automated end-to-end service. In terms of end-to-end service, the operational system is far behind the communication system, and various processes are difficult to carry out without manual intervention, especially the process of cross-enterprises. For operational process management, there is a basic requirement for OSS, not what specific system for use. And the upgrade and changes in OSS technology should not affect the process management structure of the enterprise. Also, OSS supports the enterprise process, and should be insensitive to corporate organizational structures. Due to close relationships, despite differences and contradictions, the implementation of OSS and operational process management should be consistent and coordinated. From this point, there must be a intersection to unify them. This intersection is the business process. Their common needs should be an abstract operation process model. This model must have moderate abstraction to meet the common needs of different telecom companies; at the same time, it must have certain targeted effects.
