Log agreement error

Steve Crocker has recently discovered a conflict that is a formal NCP protocol described in the first protocol document and a conflict between log protocols described in RFC 66. STEVE recommends publishing a RFC to repay this network community.
In RFC66, it is recommended to follow an all position command to connect after the RTS or STR request. This is only conflicted with the ALL commands that state the No. 1 protocol document can only be used to conflict with the "open" connection.
It is a simplified restriction that the ALL command is not required before the connection is established. The implementation of NCP may take this. For example, multiple NCPs are currently designed. Because of this reason, because we believe that in addition to serious mistakes, the NCP protocol can not change, so the proposed log agreement needs to make changes to anastomize the existing NCP protocol.
