CVSNT is a CVS software installed on Windows. The download URL is: http://www.cvsnt.org; current version is CVSNT 2.5.03 (Scorpio) Build 2260. CVSNT can be used as a server or a client use. The setting at the Server end is operated by the CVSNT Server of the Control Panel. You can only use the command line to establish communication with the Server end in the client.
WinCVS is a visual CVS client tool, a CVS GUI software. The essence is that the interface is ultimately transformed into a command line method with Server communication. The download URL is: http://www.wincvs.org; current version is WinCVS 2.0.2.4 (Build 4). In fact, there are two optionlinks when downloading WinCVS [Download Installer] [Download "Bare" Installer]. If [Download Installer] is selected, in addition to the WinCVS software in the downloaded file, it also includes CVSNT software, but the version is not very high. The CVSNT included in WinCVS2.0.24 is currently CVSNT 2.0.51D. If you select [Download "Bare" Installer], only WinCVS software is included in the downloaded file. If you want to use WinCVS, you have to install CVSNT on this machine. Of course, you can also install WinCVS first, then install CVSNT separately.
