1. Create a blank solution on the server
2. Press the right click on the blank solution to "add the solution to the source management" item.
3. Add an ASP.NET Web project to this blank solution, which will be added to SourceSafe
4. If you want to add other web projects in this blank solution, follow in step 3
5. To assign some of the developers in the development team, and set the working directory separately.
