Strange Apache and IP settings

The procedure for making a company is using Linux Apache Tomcat JK1.2 environment, and wrote a detailed installation manual. Today, he called to install a new server when installing new servers, so see it.

They pushed the newly installed server from the computer room to the office, did not insert the network cable, open the machine, enter the system, start Apache and Tomcat, and run normal. Plug in the network cable, other machines can also be accessed. Restart the machine (this point is already inserted into the network cable), then start Apache, report an error, saying that the IP's 80-port has been bound by other programs, but can also access the Apache page with a browser, but you can't access the JSP page. . Check the Apache log, also records a port conflict problem.

After repeated trial, I found that the strange phenomenon: If you insert the network cable to start apache, you must not access Tomcat. In the case of Bes, the sudden thought will be a problem with the IP network segment. The current IP is XX.xx.5.xx, the network segment of the server is XX.xx.32.xx and xx.xx.8.xx, so try to change IP to another two network segment hollow resilit site test ,everything is normal. Other addresses changed to the network are still not.

I don't understand, I have to recommend that he does not use 5 segments.
