This is a famous issue of the Visual Studio .NET embedded crystal report and has been tracked. Track / Problem ID is: adapt00191382.
The patches for this issue have been provided, which will be described below. After the upgrade, support for the crystal report 9 key number will be added. If the key number of the crystal report 9 or the crystal report 10 is detected, these key numbers will be used instead of the key number of the VS .NET 2002/2003. And please download the license manager to enter the key number.

Weekly Hot Fix (WHF) contains the recently released patch of Crystal Decisions, but they only accept sound tests (Sanity Testing).
Monthly Hot Fix (MHF), if available, accepts additional sound tests and provides English, French, German, and Japanese version.
Service pack (SP), if available, accepts thorough test and provides English, French, German version, and Japanese version. You only need to apply WHF, or MHF, or SP instead of all applications.
