After uninstalling some programs, some of the DLLs used in IE may not be uninstalled, causing IE to pop up a new window.
1) Type the "Regsvr32 Actxprxy.dll" command in "Start → Run", click the "OK" button, then one information dialog "DllRegisterServer in actxprxy.dll succeeded" is popped up, click "OK";
2) Then Type the "Regsvr32 Shdocvw.dll" command in "Start → Run", click OK. After restarting, IE has been easily repaired, and the problem that cannot pop up a new window is solved.
3) If there is still a problem, run the following commands in turn: Regsvr32 Urlmon.dll Regsvr32 SHDOCVW.DLL Regsvr32 Oleaut32.dll
