Cause reason
I first installed Oracle8i on the computer, and then deleted 8i, installed Oracle9i. This prompts when you open some Oracle management tools. The reason is definitely on this DLL. So I search for this DLL in the Explorer, discovery There are two co-names DLL in the system, one in C: / Windows / System32 / under, one in the C: / Oracle / Oracle9i / bin directory, and the DLL modification date in the bin directory is longer than the DLL modification date in the System32 directory. Better. This can be inferred that the SYSTEM32 directory is Oracle8i's DLL file, and when Oracle9i is installed, the installation system does not copy the corresponding new file to the SYSTEM32 directory. So the corresponding function cannot be found.
Solution.
Copy all DLLs at the BIN directory to the SYSTEM32 directory.

This method is the most soil method, which is also the most prone to problem, because if a copy is wrong, the Oracle hangs. My method is also trying, because I don't know the specific implementation method of Oracle. Because I am solving ORAN9 After .dll, there is another problem with other DLLs in ORA headers, so they choose to copy all DLLs of ORA headers to the system32 directory, but do not need all DLLs, as long as they are fine.
