Problems in Windows Server 2003 system file deletion

Since I use Windows Server 2000 for a long time, in order to try the new operating system style, experience the new system feel, so recently, I have also installed a Windows Server 2003 operating system, but some intentions I can't think of the problem.
Previously, my machine was running is Windows Server 2000, and Windows Server 2003 is only formatted (NTFS), new installation. The installation ends enter the system. When I operate the previous part of the data file, pop up a warning box, prompt as follows (Figure 1):

It feels very strange, how can my disk space not write protection and the file is not used? When I delete other files, I didn't have this problem. I was very confused.

How does EVERYONE users only have read and run, list the folder directory, read permissions? And why can't I change the permissions of EVERYONER? But use administrator to log in (Administrator)? Some of the files in the result is like this; other files do not have problems? How is this going? I didn't figure out what happened for a day. But the problem is still solved, but the reason I don't know what to do so far?
The problem is solved as follows:
Point open the folder property box (Figure 2), click on the advanced twisting under "Security" in the tab, appear below (Figure 3):

Click on "Other Users or Groups" in Figure 3, open the following figure 4:

Enter "/ computer name / administrators" in the input box, then click "Check Name", or click the "Advanced" button in Figure 4 to open the figure below;

Select "Administrators", double-click, or determine. Return to Figure 3, select "replace the owner of the sub-container" (Figure 6):

In this way you reopen this folder, you can see the figure below, pay attention to the difference between Figure 3:

Now you can change the properties settings of this folder, and Everyone's permissions can also be set, as shown below (Figure 8):

Click Apply, you can now delete all files under some folders, and there is no error prompt.
