According to my experiment, <%%> is interpreted as HTML than Struts.
So we can join what to add <%%> in the STRUTS tab. E.g:
<% String s = true;%>
This is ok. Otherwise, it will be wrong.
However, this is just a study, it is best not to write this spam code in JSP.
