Hillin's FontView provides powerful font browsing and management capabilities, enough to replace Windows comes with a font browser.
The current latest version is 1.1.58, you can download it from here.
If you can't find COMCTL32.OCX if you are prompted, download it here. After downloading, right-click on the chactl32.inf file, select Install.
If the operating system you use is Windows 98 / ME, install the VB runtime. You can download it here.
