The reason is that your C disk system guiding sector has been covered by Win98 / WinMe: it turns the previously controlled system boot sector controlled by OS Loader into system boot sector, so although you copy back The four documents, because the boot sector still does not restore the appearance of the double start, so you still can't achieve dual start.
