Signaling Connection Control Protocol SCCP is a Cisco proprietary agreement between Cisco Call Management and its VoIP phone. Other suppliers also support this agreement.

In order to solve the VoIP problem, the terminal station of LAN or IP-based PBX is simple, common and relatively inexpensive. SCCP defines a simple and easy-to-use structure relative to a considerable expensive system recommended by H.323. With SCCP, the H.323 agent can communicate with the Skinny client. In this case, the phone acts as a Skinny client on IP. The agency service is mainly used for H.225 and H.245 signaling.

Regarding the SCCP structure, there is a large number of H.323 processing sources in the H.323 proxy server as a Cisco Call Management. The terminal (telephone) running a client, the client only needs to consume a small amount of processing overhead, and the client implements the communication process between call management through a communication (based on TCP / IP), thus adapting to another H. 323 terminal station creates a call connection.
