NetBIOS interface, it is similar to Winsock, is also a network API that is not related to the protocol. Note that Windows CE does not support NetBIOS API, just use TCP / IP as its transfer protocol, and supports NetBIOS's name and name resolution.

Microsoft TCP / IP and NetBeui have provided a NetBIOS name in a NetBIOS interface Microsoft network by default. When the machine starts, you will register your own name to the local "Windows Internet Name Server" (WINS). If there is another machine in prior to registering the same name, the WINS server will report an error. The WINS server maintains a list of all the registered NetBIOS names.

When a sender issues a special broadcast message to the whole network, if no other machine responds to this message, the sender is allowed to use the name.
