Method: Stop the IPSec Policy Agent (Service - IPSec Policy Agent - STOP) on both computers, and then confirm whether the communication between the computer is feasible. If the policy agent is stopped, the communication problem persists, the reason may be in general network problems.
Second, check the IPSec policy
If you have confirmed that you can communicate with the remote computer, the policy is checked:
a review system logs and security logs to find out wrong messages;
b Use IPSec Monitor to confirm that security associations have been established between your computers to ensure that IPSec policies are valid;
c Use IP Security Policy Management to ensure that the policy has been assigned to two computers;
D Use IP Security Policy Management on two computers to review the policy and ensure that the policies are compatible with each other;
E Restart the IPsec Security Monitor to make sure that your changes have been played.
