For Win98, you can use WinHEX, etc., you can directly modify text information in the sysdm.cpl file, other information (such as the size of the memory, the drive model, etc.) can be modified in the registry.
These modifications above if they add some work (modify the BIOS information of the motherboard and graphics card, and then equipped with a special system disk and drive disk) is enough. So, everyone will buy it.
