After the above software is decompressed, copy to Eclipse / PLUGINS below.
Then start Eclipse to ...
Select Window-> Preferences to configure Struts and Tomcat.
When you create a new project, establish Tomcat project, then click Engine Right click to select Properties to select Add Struts support.
