If you can't ping a machine in a local area, the machine is actually a normal access to the network.
So please check if the machine sets a firewall protection:
(1) Right-Click MY Network Places, Properties
(2) Right-Click Local Network Connection, Properties
(3) Click the advanced tab
(4) Clear the checkbox of protect my computer ...
