The new manifest.mf file supports this usage, in fact, this is a standard usage.
The specific approach is:
On the Runtime page in the editor of Plugin.xml, click Generate Manifest.mf files.
Then enter in the Manifest.mf page
Bundle-nativecodeos: xxx.dll; osname = windows95; osname = windows98; osname = windowsxp; osname = windowsxp; processor = x86
This will use the local library.
