Do not decompression after downloading (no need later)
Start Eclipse,
Select "Software Updates" in Help (Help),
Click "Find and Install" (Find and Install ...),
Select "Search to install new features" (Search for new feature to install "Next",
Then select "New Archived Site ..." (New Archived Site ...),
Select the plugin file just downloaded in the box, eclipseme.feature_0.6.0_site.zip
