In fact, the solution is simple: upgrade Dreamweaver MX 2004 to version 7.01. Go to the Macromedia website to download approximately 20m upgrades. the website is:

After upgrading, select Simplified Chinese in Dreamweaver MX menu "Edit-> Preference Parameters -> New Document -> Default Code", and then use the following "When you open the unspecified encoded file". Ha ha. Before upgrading, there is no such option.
